aNo expiry date. The founding charter never said what the centre was meant to make unnecessary, so there is no moment at which holding on looks like failure.
bRoad not paved. Embedding starts before there is a gateway, an eval harness and a tiering standard to embed onto. The units rebuild all three, differently.
cOutcomes owned elsewhere. The centre is measured on systems shipped while the P&L that moves sits in the business unit. Everyone can see the mismatch; nobody can fix it from inside.
